A Year in Action: Congressman Fine Secures Millions, Serves Thousands in First 365 Days in Congress

One year ago today, Congressman Randy Fine was sworn in to serve the people of Florida’s Sixth Congressional District. In that short time, he has assembled an exceptional record of measurable results both in Washington and back home.

Secured more than $18 million in grant funding for 6 critical infrastructure projects across the district
Responded to more than 102,000 calls and emails from constituents seeking assistance or sharing their opinions on legislation, providing timely guidance and support on a wide range of federal issues
Hosted over 400 meetings with constituents and stakeholders in his Washington, D.C., office
Led a total of 123 private tours of the nation’s capital
Provided hands-on assistance with 1,680 constituent cases, focusing on Military and Veterans Affairs, Social Security and Medicare, and the IRS

Delivering Results Through Legislation

Just hours after being sworn into office, Congressman Fine cast the deciding vote to pass the Working Families Tax Cut, delivering immediate relief for hardworking Americans. This landmark legislation secured real wins for families across Florida, including:

Eliminating taxes on tips
Eliminating taxes on overtime
Expanding the Child Tax Credit, and finally
Ending the double taxation of Social Security benefits for the vast majority of Florida seniors

Congressman Fine has been an active voice in advancing legislation focused on strengthening national security, supporting veterans, and promoting economic growth. Over the past year, he has sponsored 26 bills and cosponsored 143 pieces of legislation, with four bills already passing committee and now advancing to the House floor for a full vote.

He is leading efforts through the Contract Our Veterans Act to ensure veteran-owned small businesses are on a fair playing field when competing for federal contracts with the Department of War. Additionally, Congressman Fine has championed the No Welfare for Noncitizens Act, legislation that would bar noncitizens from receiving federally funded welfare benefits—protecting taxpayer dollars and saving an estimated $177 billion.

Perhaps most importantly, Congressman Fine has not missed a single vote, either in committee or on the House Floor, since being elected. He has served as Speaker Pro Tem of the U.S. House of Representatives 13 times, and has served as acting Chairman of the House Foreign Affairs Committee.

Congressman Fine and 24 Fellow House Republicans Demand Senate Pass the SAVE America Act

This morning, Congressman Fine sent a letter to Senate Majority Leader John Thune demanding immediate passage of the SAVE America Act. Congressman Fine joined fellow House Republicans in making a simple point clear: Enough is enough.

Until the Senate takes up and passes the SAVE America Act, Congressman Fine and his 24 Republican colleagues are prepared to vote NO on any Senate legislation except DHS funding. The message is simple: securing America’s elections must come first. The American people deserve secure elections. Requiring proof of citizenship to vote is not controversial. It is common sense and ensures that only American citizens control the future of our nation.

It has now been a month since the House of Representatives passed the SAVE America Act, which would require proof of citizenship to vote in federal elections and minimize fraudulent voting. Despite overwhelming bipartisan support for voter ID requirements (over 81%), the Senate has yet to bring this common-sense bill to the floor.

Congressman Fine Helps Secure $4.7 Million Within Weeks in Federal Funds to Restore Flagler Beaches

Today, Congressman Fine is proud to announce that he has helped secure $4.7 million in federal funds for Flagler Beach. These funds will help with beach renourishment projects and prevent further coastal damage with the upcoming hurricane season to begin soon.

This achievement reflects strong coordination between Congressman Fine and the Flagler County Board of County Commissioners, who have long prioritized protecting Flagler County’s shoreline. Within weeks of Congressman Fine’s request to expedite processing and review, the Federal Emergency Management Agency announced the approval and release of the federal funds — ensuring this vital project can move forward without delay.

Washington, DC - Congressman Randy Fine introduced the Protecting Puppies from Sharia Act. The bill was filed in response to comments from an advisor to Zohran Mamdani, the Mayor of New York City, who stated that because owning a dog as a pet violates Islamic law, it should be banned. As part of her comments, she said, “New York City is coming to Islam.”

This legislation would prohibit federal funds from being provided to any state or local government that bans dogs as pets. Islamic law cannot be forced on the United States of America. It is the right of all Americans to own a dog.

My bill protects Americans’ right to own a dog and would not allow federal funding to be given to any state or local government that bans them as Haram.There are 57 countries that are Sharia compliant; the United States will not be the 58th.”- Congressman Randy Fine

Congressman Fine Introduces Legislation to Help Veteran Small Business Owners with Congressman Van Orden and U.S. Senator Sheehy

Recently, Congressman Fine (FL-06) introduced the Contract Our Veterans Act of 2025, legislation aimed at establishing a federal contracting program for Veteran-Owned Small Businesses and ensuring they receive the same level of preference as other designated small business categories.

For more than thirty five years, the federal government has maintained annual goals for small business participation in federal contracting. Congress requires that small businesses can receive no less than 23% of the total value of all contracts for each fiscal year.

Some of these small business types include, Small Disadvantaged Businesses, Women-Owned Small Businesses, and Service-Disabled Small Businesses. There are currently no government-wide procurement goals or preferences that exist for non-disabled Veteran-Owned Small Businesses.

Congressman Fine’s legislation would place Veteran Owned Small Businesses on the same preference level as other small business categories by:

Granting agencies authority to make sole-source contract awards to Veteran Owned Small Businesses.
Creating contract set-asides, where competition is limited to Veteran Owned Small Businesses as long as the “Rule of Two” is met.
Establishing a government-wide contracting target for Veteran-Owned Small Businesses of no less than 5% of total contract award dollars.

My Contract Our Veterans Act of 2025 will allow Veteran Small Business Owners to be specifically eligible for certain contracts or set-aside opportunities. Let me be clear, the brave men and women who served our great country should be given the same economic opportunities as other designated small business groups. Congressman Fine Introduces the TSP Fiduciary Security Act of 2025 to Prevent Fund Investments and Votes That Harm the National Security of the United States

Washington, D.C. - Today, Congressman Fine (FL-06) introduced the TSP Fiduciary Security Act of 2025, legislation focused on preventing the TSP from being invested in Countries of Concern by incorporating national security interests into the fiduciary responsibilities of the management of the Thrift Savings Fund.

The TSP serves as the 401k for all federal employees, including the US Armed Forces. Investing money in adversary nations, especially their military companies, only enhances the resources they need to not only compete with the United States, but develop weapons that can be used against our military.

Congressman Fine’s legislation would put the United States’ national security first by:

Preventing investments in entities on certain lists maintained by the Department of War and the Department of Commerce.
Ensuring that major industry does not suffer significant losses due to the regulations, including exceptions for impacts to the defense industry, emerging technology, and critical technology.
Prohibits TSP investments in any Chinese-based companies through the mutual fund window.

“It is in the United States’ best interest to prevent the TSP from being invested in countries of concern, such as China," said Congressman Randy Fine. "My bill would prevent excess funds from falling into the hands of our adversaries and stop them from being used to develop weapons that could be turned against the United States.”

Congressman Fine Introduces Greenland Annexation and Statehood Act to Strengthen U.S. National Security and Put Our Adversaries on Notice

Washington, DC - Today, Congressman Fine (FL-06) introduced the Greenland Annexation and Statehood Act, landmark legislation focused on securing America’s strategic national security interests in the Arctic and countering the growing threats posed by China and Russia.

As global competition intensifies in the Arctic, the United States cannot afford to allow adversarial powers to gain influence over one of the world’s most strategically important regions.

“Greenland is not a distant outpost we can afford to ignore—it is a vital national security asset,” said Congressman Fine. “Whoever controls Greenland controls key Arctic shipping lanes and the security architecture protecting the United States. America cannot leave that future in the hands of regimes that despise our values and seek to undermine our security.”

President Donald J. Trump and Secretary of State Marco Rubio have made clear that the Arctic is rapidly emerging as a major arena of global power competition. Our enemies are currently on their heels, as we just took out one of their top allies, Nicolas Maduro, in Venezuela. China and Russia continue to aggressively expand their presence in the region, while years of weak policies under Joe Biden allowed America’s strategic position to erode. Restoring American strength requires decisive action.

The Greenland Annexation and Statehood Act authorizes the President to take whatever steps necessary to annex or acquire Greenland as a territory of the United States. The legislation also requires the submission of a full report to Congress outlining the changes to federal law required to ultimately admit Greenland to become an official U.S. state.

“For too long, American leadership stood by while our adversaries chipped away at our geopolitical dominance,” Congressman Fine continued. “My bill will protect our homeland, secure our economic future, and ensure that America—not China or Russia—sets the rules in the Arctic. Congressman Fine Introduces the No Welfare for Non-Citizens Act

Washington, DC - Today, Congressman Randy Fine introduced the No Welfare for Non-Citizens Act, legislation designed to end the massive and reckless transfer of federal taxpayer dollars to non-citizens while Americans are buried under record debt.

The federal government is projected to spend $177 billion on welfare for noncitizens between 2024 to 2034. This cannot continue in our country while we're currently $38 trillion in debt. Congressman Fine understands that and is introducing this bill to end the left's runaway gravy train of freebies for non-citizens.

“Americans are being robbed,” said Congressman Randy Fine. "Somalians, illegals, and even legal immigrants are getting free handouts at the expense of American taxpayers. That is insane, it is immoral, and it must stop.”

"Hardworking Americans should not be paying for non-citizens' healthcare, free housing, food stamps, Medicaid, or anything else for that matter. Citizens come first. Period,” Fine continued. "My legislation will ensure that non-citizens don't receive any government benefits from the taxpayer. If you want free stuff, then you need to go home."

The No Welfare for Non-Citizens Act delivers a clear and decisive fix by:

1. Ending eligibility for federal welfare benefits for all non-citizens.
2. Eliminating all loopholes and carve-outs that allow non-citizens to access taxpayer-funded welfare programs.

“Taxpayer-funded benefits are for Americans, not the world. We cannot save this country while continuing to reward illegal immigration and subsidize non-citizens with borrowed money from our children.”
